The rooster is the mascot of the "Mission French Tech". Created in 2013, the French Tech Mission is the government agency responsible for implementing public policies for startups and uniting the French startup ecosystem, both in France and internationally. The French Tech Mission deploys the "La French Tech" brand.
The term "French Tech" has also become the nickname for the ecosystem of 25,000 French startups. It is often used to refer to startups and all the stakeholders that support them: investors, support organizations (incubators, accelerators), associations, etc.
